Item Level will typically be better than having optimal secondary stats, except for Jewelry and Trinkets.
Something to note is that secondary stats diminish in value per point after 30%, meaning it takes more secondary stat points to gain 1%. Haste increases your spell casting speed (including Empowered Spells) and the tick rate of your periodic effects.
Versatility increases all your damage and healing done, and decreases all damage taken.
Diminishing Returns on Stats
Every stat has a limit where they will begin to offer less increase per point gained, which are known as the points of diminishing return. Once you have reached these amounts, stats will become progressively less valuable and may fall behind other options. The current breakpoints are:
